Lu Ruogy yapt\u0131\u011f\u0131 konu\u015fmada bu t\u00fcr projelerin finansmanl\u0131\u011f\u0131 i\u00e7in genellikle devlet garantisi istendi\u011fini, fakat bu konuda Bulgaristan\u2019a y\u00f6nelik esneklik yapacaklar\u0131n\u0131 bildirildi.
