Tam 9 g\u00fcnd\u00fcr y\u00fczlerce TIR \u015fof\u00f6r\u00fc Bulgar s\u0131n\u0131r\u0131nda bekletiliyor<br \/>\nBulgaristan ile ya\u015fanan transit ge\u00e7i\u015f sorunu \u00e7\u00f6z\u00fcm bekliyor. Sorun nedeniyle Bulgaristan\u2019a a\u00e7\u0131lan Kap\u0131kule ve Hamzebeyli s\u0131n\u0131r kap\u0131lar\u0131 9 g\u00fcnd\u00fcr kar\u015f\u0131l\u0131kl\u0131 olarak kapal\u0131. Krizin a\u015f\u0131lamamas\u0131 \u00fczerine Kap\u0131kule\u2019de bekleyen bir\u00e7ok TIR alternatif g\u00fczerg\u00e2hlara, Yunanistan\u2019a ya da gemiyle Romanya\u2019ya y\u00f6neldi. TIR\u2019lar\u0131nda meyve sebze veya bal\u0131k ta\u015f\u0131yan s\u00fcr\u00fcc\u00fcler, di\u011fer arkada\u015flar\u0131na g\u00f6re durumdan daha endi\u015feli. Mallar\u0131n\u0131n bozulmamas\u0131 i\u00e7in dorselerin so\u011futucusunu 24 saat \u00e7al\u0131\u015ft\u0131ran s\u00fcr\u00fcc\u00fcler, bir yandan da ara\u00e7lar\u0131na s\u00fcrekli mazot takviyesi yapmak zorunda kal\u0131yor.<\/p>\n<p><strong>Bulgarlar haks\u0131z kazan\u00e7 pe\u015finde<\/strong><\/p>\n<div>TIR \u015fof\u00f6r\u00fc \u015eeref Alt\u0131nta\u015f, 7 g\u00fcnd\u00fcr ge\u00e7i\u015f belgesi olmamas\u0131 nedeniyle yurt d\u0131\u015f\u0131na \u00e7\u0131kamad\u0131\u011f\u0131n\u0131 ifade ederek, T\u00fcrkiye\u2019den 13 TL\u2019ye ald\u0131klar\u0131 belgenin \u015fu anda Bulgar memurlar taraf\u0131ndan bin 600 Euro\u2019ya yasa d\u0131\u015f\u0131 \u015fekilde s\u00fcr\u00fcc\u00fclere sat\u0131ld\u0131\u011f\u0131n\u0131 bildirdi. Alt\u0131nta\u015f, \u201cAlmanya\u2019ya meyve &#8211; sebze ta\u015f\u0131yorum. Mallar arac\u0131mda bozulmak \u00fczere\u201d dedi. Uluslararas\u0131 Nakliyeciler Derne\u011fi (UND) Genel Ba\u015fkan Yard\u0131mc\u0131s\u0131 Erg\u00fcn Bilen, dernek olarak gerek Ula\u015ft\u0131rma, Denizcilik ve Haberle\u015fme Bakanl\u0131\u011f\u0131, gerekse Bulgar ve AB\u2019deki muhataplar nezdinde sorunun \u00e7\u00f6z\u00fcm\u00fcne y\u00f6nelik yo\u011fun giri\u015fimlerde bulunduklar\u0131n\u0131 ifade etti.<\/div>\n<p><strong>Bulgarlar oyun i\u00e7inde oyun oynuyor<\/strong><\/p>\n<div>T\u00fcrkiye\u2019ye 125 bin ge\u00e7i\u015f belgesi vermesi gereken Bulgaristan\u2019\u0131n, \u00e7e\u015fitli uydurma bahanelerle, \u00f6nce 5 bin ard\u0131ndan 10 bin belge verdi\u011fini dile getiren Bilen, \u015funlar\u0131 kaydetti: \u201cBulgar nakliyeciler, \u00fclkemiz nakliyecilerine kar\u015f\u0131 AB \u00fcyesi olarak kota ve vize gibi ek maliyetler olmadan elde tuttuklar\u0131 avantajlarla zaten T\u00fcrkiye-Bulgaristan aras\u0131ndaki ta\u015f\u0131malarda y\u00fczde 80 pazar pay\u0131n\u0131 elinde bulundurmaktad\u0131r. Bir ba\u015fka deyi\u015fle, T\u00fcrkiye\u2019den Bulgaristan\u2019a ger\u00e7ekle\u015fen 60 bin ihra\u00e7 seferinden 50 bini Bulgar ara\u00e7lar\u0131nca ta\u015f\u0131nmakta, sadece y\u00fczde 20\u2019si, yani 10 bin seferi ta\u015f\u0131nan y\u00fck\u00fcn sahibi \u00fclkemiz nakliyecilerince ta\u015f\u0131nmaktad\u0131r. Bulgar taraf\u0131, bununla yetinmeyerek, daha fazlas\u0131n\u0131 istiyor. Bulgar yetkililer, T\u00fcrk \u015fof\u00f6rlerini y\u0131ld\u0131rmak amac\u0131yla Bulgaristan \u00fczeri ta\u015f\u0131malar\u0131m\u0131zda her t\u00fcrl\u00fc haks\u0131z yapt\u0131r\u0131m\u0131 uygulamakta, \u015fof\u00f6rlerimize ve nakliyecilerimize adeta kan kusturmaktad\u0131r. Transit ge\u00e7i\u015f sorunu nedeniyle Bulgaristan\u2019a a\u00e7\u0131lan Kap\u0131kule ve Hamzebeyli s\u0131n\u0131r kap\u0131lar\u0131 9 g\u00fcnd\u00fcr kar\u015f\u0131l\u0131kl\u0131 olarak kapal\u0131. Bu durum \u00fclke ekonomisine ciddi anlamda zarar vermektedir. Sorun sadece nakliyecilerin de\u011fil, T\u00fcrkiye\u2019nin meselesidir.\u201d<\/div>\n<p><strong>125 bin dozvola yerine 5 bin dozvola<\/strong><\/p>\n<div>Bulgaristan, anla\u015fmaya ba\u011fl\u0131 olarak her y\u0131l T\u00fcrkiye\u2019ye 250 bin transit ge\u00e7i\u015f belgesi (Dozvola belgesi) vermesi gerekiyor. Sofya y\u00f6netimi ilk etapta T\u00fcrkiye\u2019ye 125 bin yerine sadece 5 bin ge\u00e7i\u015f belgesi verince; Ula\u015ft\u0131rma, Denizcilik ve Haberle\u015fme Bakanl\u0131\u011f\u0131, Bulgar plakal\u0131 TIR\u2019lar\u0131n T\u00fcrkiye\u2019ye giri\u015flerini durdurdu. Elinde \u2018Dozvola belgesi\u2019 olan TIR\u2019lar\u0131n Bulgaristan\u2019a \u00e7\u0131k\u0131\u015flar\u0131 ise s\u00fcr\u00fcyor. S\u0131n\u0131r kap\u0131lar\u0131ndan ayr\u0131ca UBAK denilen \u00fcst s\u0131n\u0131f izin belgesi olan t\u0131rlar da giri\u015f \u00e7\u0131k\u0131\u015f yapabiliyor.<\/div>\n<div>Bulgar yetkililer ise, 2013 y\u0131l\u0131na kadar Bulgaristan\u2019\u0131n T\u00fcrkiye\u2019den 10 bin, T\u00fcrkiye\u2019nin ise Bulgaristan\u2019dan 250 bin transit ge\u00e7i\u015f belgesi ald\u0131\u011f\u0131n\u0131 ancak y\u0131lba\u015f\u0131ndan itibaren Bulgar ta\u015f\u0131mac\u0131lar\u0131n, T\u00fcrkiye\u2019nin verdi\u011fi belgeleri ikiye katlamas\u0131n\u0131 istediklerini belirtiyor.<\/div>\n<div>\n<p>Uluslararas\u0131 Nakliyeciler Derne\u011fi (UND) \u0130cra Kurulu Ba\u015fkan\u0131 Fatih \u015eener ise, ya\u015fanan sorunun sadece T\u00fcrkiye\u2019yi de\u011fil AB \u00fclkelerini de etkileyece\u011fini ifade ederek, AB \u00fclkelerinin mallar\u0131n\u0131 T\u00fcrkiye\u2019ye getiren ara\u00e7lar\u0131n, giri\u015f \u00e7\u0131k\u0131\u015f yapamad\u0131\u011f\u0131 i\u00e7in ticaretin zarar g\u00f6rece\u011fini vurgulad\u0131.<\/p>\n<p><strong>Uluslararas\u0131 hukuka ayk\u0131r\u0131\u00a0<\/strong><\/p>\n<p>\u0130ktisadi Kalk\u0131nma Vakf\u0131 (\u0130KV) , Bulgaristan\u2019\u0131n T\u00fcrk nakliye ara\u00e7lar\u0131n\u0131n transit ge\u00e7i\u015flerini engellemesinin uluslararas\u0131 hukuka ayk\u0131r\u0131 oldu\u011funu bildirdi. \u0130KV a\u00e7\u0131klamas\u0131nda, Bulgar makamlar\u0131n\u0131n daha \u00f6nce de 7 Ekim 2013 tarihinde T\u00fcrk ara\u00e7lar\u0131n\u0131n t\u00fcm\u00fcn\u00fc Kap\u0131kule\u2019den Bulgaristan\u2019a giri\u015f noktas\u0131nda keyfi kontrollere tabi tuttu\u011fu ve t\u00fcm ara\u00e7lara ger\u00e7ek d\u0131\u015f\u0131, haks\u0131z farkl\u0131 gerek\u00e7elerle 1.500 ile 2 bin Euro aras\u0131nda ceza uygulad\u0131\u011f\u0131 hat\u0131rlat\u0131ld\u0131. A\u00e7\u0131klamada, Bulgaristan\u2019\u0131n bu kez iki \u00fclke Ula\u015ft\u0131rma Bakanlar\u0131 taraf\u0131ndan imzalanarak taahh\u00fct alt\u0131na al\u0131nan 2014 y\u0131l\u0131 ilk 6 ay\u0131 i\u00e7in 125 bin adet transit ge\u00e7i\u015f belgesinden sadece 5 bin adet belgeyi T\u00fcrk taraf\u0131na teslim edip, kalan ge\u00e7i\u015f belgelerinin verilmesini T\u00fcrkiye-Bulgaristan Kara Ula\u015ft\u0131rmas\u0131 Karma Komisyonu toplant\u0131s\u0131 yap\u0131lmas\u0131 \u015fart\u0131na ba\u011flad\u0131\u011f\u0131 belirtildi.
