Uygulanan planlar\u0131n ba\u015f\u0131nda \u015fehir planc\u0131l\u0131\u011f\u0131na bas\u0131lm\u0131\u015ft\u0131. Sofya ve di\u011fer Bulgar \u015fehirlerine gidenlerin dikkatini \u00e7ekmi\u015ftir, 1880\u2019den sonra kurulan binalar\u0131n planlar\u0131 hep Avusturya y\u00fcksek mimarlar\u0131 taraf\u0131ndan \u00e7izilmi\u015f, an\u0131tlar\u0131 da \u0130talyan heykelt\u0131ra\u015flar\u0131 yonmu\u015f, d\u00f6km\u00fc\u015f ve dikmi\u015ftir.<\/p>\n<p>Bu yaz\u0131m\u0131zda, bu geli\u015fmenin Sofya M\u00fcsl\u00fcman Mezarl\u0131\u011f\u0131n\u0131n yerine Halk Meclisi kurulmas\u0131yla ba\u015flad\u0131\u011f\u0131na i\u015faret etsek de, Prensli\u011fe ayr\u0131lan topraklardaki b\u00fcy\u00fck \u015fehirlerde hemen ba\u015flad\u0131\u011f\u0131n\u0131 ve \u00f6ncelikle camilere, medrese ve di\u011fer vak\u0131f mallar\u0131na y\u00f6neldi\u011fini g\u00f6r\u00fcyoruz.<\/p>\n<p><strong>T\u0131rnova:<br \/>\n<\/strong>T\u0131rnova\u2019da sava\u015f \u00f6ncesinde 16 cami, 10 mescit ve 7 medrese vard\u0131. Kavak Baba Zaviyesi Camisi (Tekye Camisi) Ruslar\u0131n \u015fehri i\u015fgalinden sonra asl\u0131na r\u00fcc\u00fb ettirilerek <strong>kiliseye tahvil edilmi\u015fti<\/strong>. T\u0131rnova\u2019da Bacdarl\u0131k, Konak, Sara\u00e7hane, Burmal\u0131, Boyal\u0131, Debba\u011fhane, Frenkhisar\u0131, Kayaalt\u0131, Feyzi A\u011fa, Kad\u0131 ve Zincirli B\u00eek\u00e2r Camileri Bulgaristan h\u00fck\u00fcmetleri taraf\u0131ndan <strong>y<\/strong><strong>\u0131<\/strong><strong>kt<\/strong><strong>\u0131<\/strong><strong>r<\/strong><strong>\u0131<\/strong><strong>ld<\/strong><strong>\u0131<\/strong>. Cami-i Kebir, Sv. Kiril i Metodiy Erkek Gimnazyumuna, Gazi Firuz Bey Camisi (Hisar Camisi) ise <strong>cephaneli\u011fe d\u00f6n\u00fc\u015ft\u00fcr\u00fcld\u00fc<\/strong>.1<\/p>\n<p><em><strong>1885 y\u0131l\u0131 itibariyle T\u0131rnova\u2019da yaln\u0131zca 3 cami mevcuttu.<br \/>\n<\/strong><\/em>Bunlar Pazarl\u0131kyeri ve K\u00f6pr\u00fc Camisi ile \u00c7e\u015fmeba\u015f\u0131 Mescidi idi. Pazarl\u0131kyeri Camisinin belediye taraf\u0131ndan y\u0131k\u0131lmas\u0131 \u00fczerine tazminat olarak Prens Ferdinand taraf\u0131ndan 1892 y\u0131l\u0131nda Yeni Cami veya <strong>Ferdinand Camisi<\/strong> ad\u0131yla an\u0131lan <strong>ba\u015fka bir cami yapt<\/strong><strong>\u0131<\/strong><strong>r<\/strong><strong>\u0131<\/strong><strong>ld<\/strong><strong>\u0131<\/strong>. \u0130maret Medresesi, Vali \u0130brahim A\u011fa, S\u00f6\u011f\u00fctl\u00fck, \u00c7atakl\u0131, \u015eaml\u0131o\u011flu mescitleri ile \u00c7ingene ve Kayaba\u015f mahallelerinde iki\u015fer mescit belediye taraf\u0131ndan y\u0131k\u0131larak arsalar\u0131 sat\u0131ld\u0131. Hasan Efendi Mescidi ve Medresesi bir aral\u0131k depo olarak kullan\u0131ld\u0131 ise de 1892\u2019de <strong>y<\/strong><strong>\u0131<\/strong><strong>k<\/strong><strong>\u0131<\/strong><strong>ld<\/strong><strong>\u0131<\/strong><strong>.<\/strong> \u0130skele Camisi yand\u0131, bir di\u011fer cami ise yeni \u015fehir plan\u0131nda yola rastlad\u0131\u011f\u0131 gerek\u00e7esi ile y\u0131k\u0131larak bedeli Cemaat-i \u0130slamiye Meclisine \u00f6dendi. 1897\u2019de Veli\u015fan (Hac\u0131 Veli A\u011fa?) Camisi, duvarlar\u0131n\u0131n m\u00e2il-i inhidam oldu\u011fu gerek\u00e7esi ile belediye meclisinin ald\u0131\u011f\u0131 karar uyar\u0131nca y\u0131k\u0131ld\u0131. Belediye enkazdan yeni bir cami yap\u0131lmas\u0131na izin verdi. Sava\u015f s\u0131ras\u0131nda el konulan R\u00fc\u015fdiye mektebi <strong>Bulgar Gimnazyumuna \u00e7evrildi<\/strong>. Yan\u0131 ba\u015f\u0131na k\u0131\u015fla in\u015fa edilmesi sebebi ile 1908 y\u0131l\u0131nda mahalli h\u00fck\u00fcmet taraf\u0131ndan 200 y\u0131ll\u0131k M\u00fcsl\u00fcman mezarl\u0131\u011f\u0131na defin yasakland\u0131.1<\/p>\n<p>K\u0131\u015fla Camisi biti\u015fi\u011findeki mektep ve medrese ile birlikte caminin minaresi y\u0131k\u0131larak cami askeri <strong>depoya \u00e7evrildi<\/strong>. Bu camilerden d\u00f6rt tanesi ile Tahtal\u0131 ve Humbalar medreseleri mahalli h\u00fck\u00fcmet taraf\u0131ndan <strong>y<\/strong><strong>\u0131<\/strong><strong>k<\/strong><strong>\u0131<\/strong><strong>ld<\/strong><strong>\u0131<\/strong><strong>.<\/strong> 1912 y\u0131l\u0131nda aralar\u0131nda Bayrakl\u0131 ve \u0130vaz Pa\u015fa Camilerinin de bulundu\u011fu 9 camide ibadet edilebiliyordu. Georgi Manast\u0131r\u0131 \u00fczerine in\u015fa edildi\u011fi iddias\u0131yla Dervi\u015f tekkesi y\u0131k\u0131larak <strong>yerine kilise in\u015fa edildi<\/strong>. Pet\u00e2r Mijatev\u2019e g\u00f6re, Filibe\u2019de di\u011fer Bulgar \u015fehirlerinde oldu\u011fu gibi eski T\u00fcrk bina ve an\u0131tlar\u0131n\u0131n tahribi kurtulu\u015f ile ba\u015flam\u0131\u015ft\u0131. Eski Za\u011fra M\u00fcft\u00fcs\u00fc H\u00fcseyin R\u00e2ci Efendi, \u0130slam eserlerini hedef almas\u0131 dolay\u0131s\u0131 ile imar plan\u0131n\u0131\u201cplan i\u00e7inde bir plan\u201d diye yorumluyordu. Sava\u015f \u00f6ncesinde \u015fehirde 1500\u2019den fazla \u0130slam hanesi mevcuttu. Bu hanelerden 800 tanesi ayakta kald\u0131\u011f\u0131 halde, \u015fehir plan\u0131nda M\u00fcsl\u00fcman halka 22 semtte yaln\u0131zca 400 hane \u00f6ng\u00f6r\u00fcl\u00fcyordu. Ayr\u0131ca, \u015fehir i\u00e7indeki debba\u011fhaneler koku yayd\u0131klar\u0131 ve \u015fehir hijyenini bozduklar\u0131 gerek\u00e7esi ile \u015fehir d\u0131\u015f\u0131na s\u00fcr\u00fcld\u00fc. Ancak tazminat\u0131 d\u00fc\u015f\u00fck tutuldu\u011fu halde plana d\u00e2hil edilerek y\u0131k\u0131lan yerlerin paras\u0131n\u0131 almak, Kamile Han\u0131m\u2019\u0131n Gazi Ahmet Bey Camisine mevkuf Bazaristan mahalli \u00f6rne\u011finde oldu\u011fu \u00fczere y\u0131llar s\u00fcren m\u00fccadeleye ra\u011fmen m\u00fcmk\u00fcn olmuyordu.10<\/p>\n<p>1896 Haziran\u2019\u0131nda Eski Za\u011fra belediyesi taraf\u0131ndan \u201ctesviye-i tarik\u201d bahanesiyle 400 y\u0131ll\u0131k Gazi Ahmed Bey Camisi <strong>imar plan<\/strong><strong>\u0131<\/strong><strong>na al<\/strong><strong>\u0131<\/strong><strong>narak y<\/strong><strong>\u0131<\/strong><strong>k<\/strong><strong>\u0131<\/strong><strong>m<\/strong><strong>\u0131<\/strong><strong>na ba\u015fland<\/strong><strong>\u0131<\/strong>.11<\/p>\n<p>Ayn\u0131 g\u00fcnlerde Namazgah mezarl\u0131\u011f\u0131na belediye temizlik i\u015fleri dairesinin \u201ctanzifat arabalar\u0131 tathir ettikleri hel\u00e2lar\u0131n m\u00fczahref\u00e2t ve nec\u00e2setlerini eski ve yeni \u0130slam mek\u00e2birine nakl ile mek\u00e2birin deliklerinden i\u00e7eriye ak\u0131tt\u0131klar\u0131n\u0131n\u201d g\u00f6r\u00fclmesi \u00fczerine M\u00fcsl\u00fcman halk galeyana gelerek <strong>protesto g\u00f6sterisi d\u00fczenledi<\/strong>. Belediye, i\u015f\u00e7ilerin uygulamas\u0131ndan haberi olmad\u0131\u011f\u0131n\u0131 belirterek sorumluluktan kurtulmak istedi. Ancak, mezarl\u0131\u011f\u0131n temizlenece\u011fi taahh\u00fcd\u00fcnde bulundu. Nakleden Turan, Turkish Minority in Bulgaria, s. 200.\u00a0<\/em><\/li>\n<\/ul>\n<p><strong>\u0130slimye<br \/>\n<\/strong>\u0130slimye\u2019de 1836\u2019da Osmanl\u0131 ordusu i\u00e7in kuma\u015f \u00fcretmek \u00fczere Dobri Jelyazkov\u2019un giri\u015fimi ve padi\u015fah\u0131n deste\u011finde \u201cFabrika-i H\u00fcm\u00e2y\u00fbn\u201d ad\u0131yla kurulan kuma\u015f fabrikas\u0131na, Sultan Abd\u00fclmecid taraf\u0131ndan yapt\u0131r\u0131lan caminin minaresi, Ocak 1882\u2019de Berlin Anla\u015fmas\u0131na ve \u015eark\u00ee Rumeli Nizamnamesinin 341. maddesine ayk\u0131r\u0131 olarak <strong>y<\/strong><strong>\u0131<\/strong><strong>k<\/strong><strong>\u0131<\/strong><strong>ld<\/strong><strong>\u0131<\/strong> ve cami i\u00e7inde gerekli d\u00fczenlemeler yap\u0131ld\u0131ktan sonra sergi ve <strong>sat<\/strong><strong>\u0131<\/strong><strong>\u015f ma\u011fazas<\/strong><strong>\u0131<\/strong><strong> haline getirildi<\/strong>. B\u00e2b\u0131\u00e2li\u2019nin kendi atad\u0131\u011f\u0131 Aleko Pa\u015fa\u2019ya (Aleko Bogoridi) caminin M\u00fcsl\u00fcman cemaate iadesi ve zarar\u0131n tazmin edilmesi y\u00f6n\u00fcndeki bask\u0131s\u0131 durumu de\u011fi\u015ftirmedi.1<\/p>\n<p>Ancak, vak\u0131f emlakin tasfiyesinde imar planlar\u0131n\u0131n veya m\u00fcnferit sald\u0131r\u0131lar\u0131n yan\u0131 s\u0131ra \u0130slimye m\u00fcft\u00fcs\u00fc Karam\u00fcft\u00fczade H\u00fcsn\u00fc Efendi \u00f6rne\u011finde g\u00f6r\u00fcld\u00fc\u011f\u00fc gibi cami, mektep, vak\u0131f d\u00fckk\u00e2n\u0131 ve arazilerinin bizzat m\u00fcft\u00fc veya Cemaat-i \u0130slamiye \u00f6rg\u00fct\u00fc \u00fcyeleri taraf\u0131ndan Bulgarlara sat\u0131ld\u0131\u011f\u0131 ve dolayl\u0131 olarak tahvil ve tahrip edilmelerine sebebiyet verildi\u011fi \u00f6rneklere de rastlanmaktad\u0131r. Nitekim H\u00fcsn\u00fc Efendi, \u0130slimye camilerinden \u00c7orbac\u0131 Camisinin yar\u0131s\u0131n\u0131, biti\u015fi\u011findeki muvakkithane ile beraber Hac\u0131 Receb Camisini, \u0130bi\u015f A\u011fa Camisinin yar\u0131s\u0131n\u0131, bah\u00e7esi ile beraber H\u00fcdaverdi Camisini, yine bah\u00e7esiyle beraber S\u0131byan mektebini, bir tak\u0131m vak\u0131f d\u00fckk\u00e2nlar\u0131n\u0131 ve Yamal\u0131 Camisi ile mektep arsas\u0131n\u0131 belediyeye ve Bulgar taliplilerine satmak suretiyle mezk\u00fbr emlakin tahribine veya ba\u015fka ama\u00e7larla kullan\u0131lmas\u0131na vesile olmu\u015ftur.2<\/p>\n<p><strong>\u00c7<\/strong><strong>\u0131<\/strong><strong>rpan<br \/>\n<\/strong>\u00c7\u0131rpan\u2019daki 400 y\u0131ll\u0131k Eski Kabristan ile 1865\u2019den beri kullan\u0131lan Yeni Kabristan\u2019\u0131n duvar ve mezar ta\u015flar\u0131, 1879 Kas\u0131m\u0131ndan itibaren s\u00f6k\u00fclmeye ba\u015fland\u0131. Osmanl\u0131 idaresi 1865\u2019de yakla\u015f\u0131k 40 d\u00f6n\u00fcml\u00fck Eski Kabristan\u2019a defin i\u015flemini yasaklam\u0131\u015ft\u0131. Rus i\u015fgali zaman\u0131nda halk bah\u00e7esi yap\u0131lmas\u0131 d\u00fc\u015f\u00fcn\u00fclen Eski Mezarl\u0131\u011f\u0131n duvarlar\u0131 y\u0131k\u0131ld\u0131. \u015eark\u00ee Rumeli Vilayetinin kurulmas\u0131ndan sonra \u00c7\u0131rpan belediye meclisi taraf\u0131ndan \u201ck\u0131\u015f\u0131n i\u00e7ine su birikti\u011finden dolay\u0131 s\u0131hh\u00ee olmad\u0131\u011f\u0131 ve havay\u0131 bozdu\u011fu\u201d gerek\u00e7esiyle \u00f6nce hastane, sonra pazaryeri yapmak amac\u0131yla Eski Mezarl\u0131ktaki mezar ta\u015flar\u0131 s\u00f6k\u00fclmeye ba\u015flad\u0131. S\u00f6k\u00fclen ta\u015flar kald\u0131r\u0131m, \u00e7an kulesi, \u00e7e\u015fme vs. yap\u0131m\u0131nda kullan\u0131l\u0131yordu. Sadaret ve Ali Haydar Efendi\u2019nin itiraz\u0131 \u00fczerine Aleko Pa\u015fa, \u0130stanbul\u2019da da kamu yarar\u0131na park ve sokak yap\u0131m\u0131 i\u00e7in mezarl\u0131klar\u0131n tahrip edildi\u011fi kar\u015f\u0131l\u0131\u011f\u0131n\u0131 verdi. Ali Haydar Efendi\u2019nin \u0130stanbul gibi koca bir \u015fehirdeki uygulaman\u0131n k\u00f6y durumundaki \u00c7\u0131rpan\u2019a emsal te\u015fkil edemeyece\u011fi \u015feklindeki itiraz\u0131 dikkate al\u0131nmad\u0131.3<\/p>\n<p><strong>Yanbolu<br \/>\n<\/strong>Yanbolu\u2019da sava\u015f \u00f6ncesinde 13 cami, 3 tekke, 1 hamam, 1 bedesten (Had\u0131m Ali Pa\u015fa Bedesteni), 2 kilise ve 1 havra mevcuttu. Sava\u015f esnas\u0131nda M\u00fcsl\u00fcmanlar\u0131n Rus ordular\u0131n\u0131n \u00f6n\u00fcnden ka\u00e7arak \u015fehri terk etmesinden sonra Bulgarlar camileri ya\u011fma ve tahrip etmi\u015flerdi.5Tahribattan yaln\u0131zca Cami-i Kebir (Mustafa A\u011fa Camisi, Eski Cami) ve \u0130smail Pa\u015fa (Sofular) camileri kurtulmu\u015f, ancak Cami-i Kebir de kiliseye tahvil edilmi\u015fti. Y\u0131k\u0131lmayanlar \u00a0ba\u015fka ama\u00e7larla kullan\u0131lmak \u00fczere tahvil edildi.<\/p>\n<p>Bu bilin\u00e7li ihmal bir s\u00fcre sonra onlar\u0131n \u201cm\u00e2il-i inhidam\u201d ve \u201cm\u00fc\u015frif-i harab\u201d olduklar\u0131 vesilesi ile emlak kanunu gerek\u00e7e g\u00f6sterilerek y\u0131k\u0131lmalar\u0131n\u0131n \u00f6n\u00fcn\u00fc a\u00e7t\u0131. Bulgaristan ile Osmanl\u0131 \u0130mparatorlu\u011fu aras\u0131nda miri ve vak\u0131f emlak sorunu ancak 1909 y\u0131l\u0131nda \u00e7\u00f6z\u00fclebildi. Bulgaristan\u2019da ge\u00e7mi\u015fin izlerinin silinmesi ad\u0131na ya\u015fanan y\u0131k\u0131m hummas\u0131 sonucunda \u015fehirler tarihlerini ve ruhlar\u0131n\u0131 kaybederek Osmanl\u0131 kimli\u011finden uzakla\u015ft\u0131. \u015e\u00fcphesiz incelemi\u015f oldu\u011fumuz d\u00f6nemde Osmanl\u0131 maddi k\u00fclt\u00fcr miras\u0131 tamamen tasfiye edilebilmi\u015f de\u011fildir. G\u00fcn\u00fcm\u00fczde Bulgaristan\u2019da kalan Osmanl\u0131 eserleri genel anlamda bak\u0131ms\u0131z durumdad\u0131r ve varl\u0131klar\u0131 ilgisizlik, kaynak yetersizli\u011fi ve Vandallar taraf\u0131ndan tehdit edilmektedir.
