Bu tasavvur b\u00fct\u00fcn insanlar\u0131n sosyoekonomik adaletinin ve refah\u0131n\u0131n(felah)\u00a0ger\u00e7ekle\u015fmesine \u00f6nem vermektedir. \u00c7\u00fcnk\u00fc insano\u011flu Allah\u2019\u0131n(cc) halifesi ve birbirinin karde\u015fi konumundad\u0131r, fakat bu hilafet vasf\u0131n\u0131 ancak Allah\u2019a ve Resul\u00fc(sav)\u2019ne iman edenler hakk\u0131yla ifa edebilirler. \u0130slam ayr\u0131ca, konvansiyonel ekonomi d\u00fc\u015f\u00fcncesini domine eden materyalist d\u00fcnya g\u00f6r\u00fc\u015f\u00fc ile keskin bir z\u0131tl\u0131k i\u00e7erisinde, hayat\u0131n maddi ve manevi boyutlar\u0131 aras\u0131nda\u00a0denge\u00a0sa\u011flamaya \u00f6nem vermektedir.\u00a0\u00a0Ekonomik kalk\u0131nma olmazsa olmaz iken, insan refah\u0131n\u0131 ger\u00e7ekle\u015ftirmek i\u00e7in yeterli de\u011fildir. Ayn\u0131 zamanda bireylerin mutlulu\u011fu, huzuru, insan\u0131n \u015ferefi, karde\u015flik, sosyo-ekonomik adalet, aile ve sosyal uyum, su\u00e7un ve d\u00fc\u015fmanl\u0131\u011f\u0131n azalt\u0131lmas\u0131 da gereklidir.\u00a0Servet ve t\u00fcketimin maksimize edildi\u011fi fakat zenginli\u011fin i\u00e7inde fakirli\u011fin de ya\u015fand\u0131\u011f\u0131; insanlar\u0131n huzur ve itminana(tatmin) sahip olmad\u0131\u011f\u0131, ailelerin par\u00e7aland\u0131\u011f\u0131 ve su\u00e7un artt\u0131\u011f\u0131 bir toplumda bunlar\u0131n sa\u011flanmamas\u0131 durumunda, refah\u0131n da ger\u00e7ekle\u015ftirildi\u011fi s\u00f6ylenemez.<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a><\/p>\n<p>\u0130slam\u2019\u0131n kalk\u0131nma modelinin odak noktas\u0131nda insan vard\u0131r. \u0130nsan, kalk\u0131nman\u0131n hem sonucu hem de arac\u0131d\u0131r. \u0130nsan kalk\u0131nman\u0131n sonucudur, \u00e7\u00fcnk\u00fc arzulanan refah onun refah\u0131d\u0131r. \u0130\u00e7indeki s\u0131radan bir insan\u0131n eme\u011finin kar\u015f\u0131l\u0131\u011f\u0131n\u0131 alamad\u0131\u011f\u0131 toplumlar, h\u0131zl\u0131 bir \u015fekilde kalk\u0131namazlar. \u0130nsan, ayn\u0131 zamanda kalk\u0131nman\u0131n arac\u0131d\u0131r, \u00e7\u00fcnk\u00fc o do\u011fru olana kadar hi\u00e7bir \u015fey do\u011fru bir \u015fekilde \u00e7al\u0131\u015fmaz. Kalk\u0131nman\u0131n girdisi; insan, aile, toplum ve h\u00fck\u00fcmettir. H\u00fck\u00fcmet verimli ve adil i\u015flemeyebilir, aileler par\u00e7alanabilir ve toplum ruhsuzla\u015f\u0131p korumas\u0131z hale d\u00fc\u015febilir. E\u011fer b\u00fct\u00fcn bu kurum ve yap\u0131lar\u0131n girdisi olan insanlar, gerekli ahlaki ve akli niteliklere sahip do\u011fru kimseler de\u011fillerse, o zaman h\u00fck\u00fcmet yozla\u015f\u0131r, adaletten sap\u0131l\u0131r, aileler \u00e7\u00f6z\u00fcl\u00fcr, \u00e7ocuklar ailelerinden yeterli e\u011fitimi alamaz ve toplum kutupla\u015f\u0131r. \u0130nsan ve toplum olumlu ve olumsuz olarak bir de\u011fi\u015fime u\u011framad\u0131\u011f\u0131 s\u00fcrece Allah onlar\u0131, iyi halden k\u00f6t\u00fc hale, k\u00f6t\u00fc halden iyi hale \u00e7evirmez.\u00a0 <strong>\u201c\u2026Ger\u00e7ek \u015fu ki, bir toplum kendi durumunu de\u011fi\u015ftirmedik\u00e7e, Allah onlar\u0131n genel durumunu de\u011fi\u015ftirmez<\/strong>\u2026\u201d(Rad Suresi 11.Ayet) E\u011fer toplum ve insanl\u0131k, adil bir d\u00fczeni kurmak i\u00e7in kendisini d\u00fczeltirse, piyasa, y\u00f6netim, aile ve toplum beraberce maddi ve manevi kalk\u0131nmay\u0131 ger\u00e7ekle\u015ftirirler ve saadet bulurlar. Maddi ve manevi kalk\u0131nma ancak adalet ile birlikte yap\u0131labilir. \u00c7\u00fcnk\u00fc zulm\u00fcn oldu\u011fu yerde kalk\u0131nma olmaz.<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a><\/p>\n<p>\u0130slam dini, kalk\u0131nman\u0131n dinamik g\u00fcc\u00fcd\u00fcr. Son iki y\u00fcz y\u0131ldan beri \u0130slam d\u00fcnyas\u0131n\u0131n geri kal\u0131\u015f sebebini \u0130slam dinine ba\u011flayan g\u00f6r\u00fc\u015fler ortaya at\u0131lmaktad\u0131r. Bu g\u00f6r\u00fc\u015flerin sahipleri bazen \u0130slamiyet&#8217;i \u00e7a\u011f\u0131n \u015fartlar\u0131na uydurmak, \u015fartlara g\u00f6re dinde yenilik ve de\u011fi\u015fiklikler veya reformlar yap\u0131lmas\u0131 gereklili\u011finden s\u00f6z etmektedirler. Oysa \u0130slam dini her \u00e7a\u011fa ve her yenili\u011fe k\u0131yamete kadar cevap verebilecek bir dindir. \u00c7\u00fcnk\u00fc ana kaynak Kur&#8217;an tahlif edilmemi\u015f ve daima \u00e7a\u011flar\u0131n \u00f6n\u00fcnde olmu\u015ftur. Ancak yeni \u00e7\u0131kan durumlara Kur&#8217;an&#8217;\u0131n \u00e7er\u00e7evesinde yeni yorumlar yap\u0131larak cevap verilemiyorsa, Kur&#8217;an&#8217;\u0131n gerisinde kal\u0131nm\u0131\u015fsa, bu da M\u00fcsl\u00fcmanlar\u0131n kendi hata ve yanl\u0131\u015fl\u0131klar\u0131ndand\u0131r. Su\u00e7u dine y\u00fcklemeye kimsenin hakk\u0131 yoktur. \u00c7\u00fcnk\u00fc \u0130slam dini statik de\u011fil, dinamik bir dindir.<\/p>\n<p>M\u00fcsl\u00fcmanlar\u0131n birka\u00e7 y\u00fczy\u0131ldan beri duraklad\u0131klar\u0131 ve geriledikleri bir ger\u00e7ektir. Bunun bir \u00e7ok sebebi vard\u0131r. Kalk\u0131namamay\u0131, gerilemeyi \u0130slam&#8217;a ba\u011flamak bir yan\u0131lg\u0131 veya ger\u00e7e\u011fi tam bilmemektir. \u0130slam dini kalk\u0131nmaya engel bir din olsayd\u0131 koskoca bir &#8220;\u0130slam Medeniyeti&#8221; nas\u0131l kurulabilirdi? \u0130slam dinini ilerlemeye, kalk\u0131nmaya mani bir din olarak g\u00f6rmek y\u00fczy\u0131llara h\u00fckmetmi\u015f olan bu b\u00fcy\u00fck medeniyeti ink\u00e2r etmek veya g\u00f6rmezlikten gelmek olur. O, \u00fcstelik \u00f6b\u00fcr d\u00fcnyadaki mutlulu\u011fu insanlar\u0131n bu d\u00fcnyadaki \u00e7al\u0131\u015fmalar\u0131na, hay\u0131rl\u0131 i\u015f ve d\u00fc\u015f\u00fcncelerine dayam\u0131\u015ft\u0131r. \u00d6yleyse mutluluk i\u00e7in kalk\u0131nmay\u0131 ve ilerlemeyi sa\u011flayacak temel esaslar\u0131 da ortaya koymas\u0131 ka\u00e7\u0131n\u0131lmaz bir ger\u00e7ektir. Mamafih bu din kalk\u0131nman\u0131n temelinde yatan e\u011fitim, bilim, \u00e7al\u0131\u015fma, zaman\u0131 iyi kullanma, sosyal dayan\u0131\u015fma, ahlak, insan haklan ve devaml\u0131 ilerleme gibi esaslar\u0131 M\u00fcsl\u00fcmanlara g\u00f6rev olarak y\u00fcklemi\u015ftir. Nitekim M\u00fcsl\u00fcmanlar bu vazifelerini yerine getirdikleri d\u00f6nemlerde ilerlemi\u015fler, g\u00f6revlerini yerine getirmedikleri zamanlarda ise gerilemi\u015flerdir.<\/p>\n<p>Bir toplumun veya \u00fclkenin kalk\u0131nmas\u0131, ilerlemesi sadece bir fakt\u00f6re ba\u011fl\u0131 de\u011fildir. Tek bir fakt\u00f6r, kalk\u0131nman\u0131n dinamik g\u00fcc\u00fc asla olamaz. Kalk\u0131nma \u00e7ok y\u00f6nl\u00fc fakt\u00f6rlere ba\u011fl\u0131d\u0131r. \u0130yi yeti\u015fmi\u015f insan fakt\u00f6r\u00fc bunlar\u0131n ba\u015f\u0131nda gelir. Bundan ba\u015fka kalk\u0131nmada, co\u011fraf\u00ee (tabiat \u015fartlar\u0131, toprak, iklim, yeralt\u0131 kaynaklan), \u0131rk\u00ee, din\u00ee, fikr\u00ee, iktisad\u00ee, tarih\u00ee, sosyal ve k\u00fclt\u00fcrel fakt\u00f6rler gibi \u00e7ok y\u00f6nl\u00fc etkenler vard\u0131r. Bu nedenle kalk\u0131nmay\u0131 ilerlemeyi yahut geri kalmay\u0131 sadece dine ba\u011flamak hi\u00e7 do\u011fru de\u011fildir. \u0130slam\u2019da kalk\u0131nmay\u0131 sa\u011flay\u0131c\u0131 dinamik g\u00fc\u00e7lerinin<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a> bir k\u0131sm\u0131n\u0131 ve bu g\u00fc\u00e7lerin \u0130slam toplumunda oynad\u0131\u011f\u0131 dinamik role k\u0131saca de\u011finelim.<\/p>\n<p><strong>1-Kalk\u0131nmada \u0130nsan Fakt\u00f6r\u00fc ve \u0130nsana \u00d6nem Verilmesi<\/strong><\/p>\n<p>Kalk\u0131nman\u0131n en dinamik unsuru insand\u0131r. Cenab-\u0131 Allah, Kur&#8217;an-\u0131 Kerim&#8217;de &#8220;<strong>Biz insan\u0131, en g\u00fczel suret ve bi\u00e7imde yaratt\u0131k<\/strong>&#8220;<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a> diyerek insan\u0131 \u00f6vm\u00fc\u015f ve ona \u00f6nem vermi\u015ftir. &#8220;<strong>Biz insan\u0131 \u00e7ok \u015ferefli k\u0131ld\u0131k<\/strong>&#8221; <a href=\"#_ftn5\" name=\"_ftnref5\">[5]<\/a>diyerek de onun \u015feref ve \u00fcst\u00fcnl\u00fc\u011f\u00fcn\u00fc vurgulam\u0131\u015ft\u0131r. \u0130slam dini de insana gelmi\u015f olup onun mutlulu\u011fu i\u00e7in gerekli hususlar\u0131 i\u00e7ermektedir. \u0130nsana faydal\u0131 olan\u0131 emir ve tavsiye etmi\u015f, zararl\u0131 olanlar\u0131 da yasaklam\u0131\u015ft\u0131r. Onun madd\u00ee ve manevi geli\u015fiminin sa\u011flanmas\u0131n\u0131 istemi\u015ftir. Ak\u0131l, beden ve ruh sa\u011fl\u0131\u011f\u0131n\u0131 koruyucu tedbirler koymu\u015ftur. \u0130nsan sa\u011fl\u0131\u011f\u0131n\u0131n temelinde yatan temizli\u011fi emretmi\u015f ve ibadetlerin \u00f6n \u015fart\u0131 yapm\u0131\u015ft\u0131r. \u0130nsan\u0131n mal\u0131na, can\u0131na ve haklar\u0131na verilecek zararlar\u0131 yasaklayarak insan\u0131 korumaya alm\u0131\u015ft\u0131r. \u0130nsan\u0131n e\u011fitilmesi, yeti\u015fmesi, ahlakl\u0131 olmas\u0131, haklar\u0131n\u0131n g\u00f6zetilmesi ve mutlu olmas\u0131n\u0131 istemi\u015ftir.<\/p>\n<p>Kalk\u0131nmada en \u00f6nemli fakt\u00f6r yeti\u015fmi\u015f ve nitelikli insan g\u00fcc\u00fcd\u00fcr. \u00c7e\u015fitli kabiliyet ve yeteneklerle donat\u0131lm\u0131\u015f insan\u0131n bu kabiliyet ve yetenekleri e\u011fitim yoluyla geli\u015ftirilerek nitelikli insan g\u00fcc\u00fcne sahip olmak gereklidir. Kur&#8217;\u00e2n-\u0131 Kerim ak\u0131ll\u0131 insana inmi\u015ftir. \u0130lahi emanetler akla teslim edilmi\u015ftir. Peygamberler, ak\u0131l sahibi insanlara g\u00f6nderilmi\u015ftir. Bu konuda Hz. Peygamber, &#8220;<strong>Akl\u0131 olmayan\u0131n dini de yoktur<\/strong>&#8220;<a href=\"#_ftn6\" name=\"_ftnref6\">[6]<\/a> ve &#8220;<strong>Allah ak\u0131ldan daha de\u011ferli bir \u015fey yaratmam\u0131\u015ft\u0131r<\/strong>&#8220;<a href=\"#_ftn7\" name=\"_ftnref7\">[7]<\/a> demi\u015ftir. Bundan dolay\u0131 ak\u0131l insan i\u00e7in en b\u00fcy\u00fck bir de\u011ferdir. \u0130nsan akl\u0131 derecesinde ba\u015far\u0131lara ula\u015f\u0131r. Ayr\u0131ca ak\u0131l hem bilimin hem de \u0130slam&#8217;da sorumlulu\u011fun kayna\u011f\u0131d\u0131r. Akl\u0131 olmayan\u0131n sorumlulu\u011fu yoktur.<\/p>\n<p>D\u00fc\u015f\u00fcnen, tefekk\u00fcr eden ve akl\u0131n\u0131 \u00e7al\u0131\u015ft\u0131ran kulunu Allah, Kur&#8217;an&#8217;da \u00f6vmektedir. Ak\u0131l, insan\u0131 daima d\u00fc\u015f\u00fcnme\u011fe ve \u00e7al\u0131\u015fmaya sevk eder. Bu sebeple Allah, ak\u0131l sahiplerinin ak\u0131llar\u0131n\u0131 \u00e7al\u0131\u015ft\u0131rmalar\u0131n\u0131 istemektedir.<a href=\"#_ftn8\" name=\"_ftnref8\">[8]<\/a> &#8220;<strong>Allah, ak\u0131llar\u0131n\u0131 kullanmayanlar\u0131 pislik i\u00e7inde kor&#8221;<a href=\"#_ftn9\" name=\"_ftnref9\">[9]<\/a><\/strong> n buyurulmu\u015ftur. \u0130nsan, d\u00fc\u015f\u00fcnd\u00fc\u011f\u00fc, tefekk\u00fcr etti\u011fi ve \u00e7al\u0131\u015ft\u0131\u011f\u0131 zaman her sahada ilerleyecek ve mutlulu\u011fa erecektir. Allah&#8217;\u0131n insanlara bah\u015fetti\u011fi en b\u00fcy\u00fck nimet olan akl\u0131 \u00e7al\u0131\u015ft\u0131rmamak ise insan\u0131n felakete d\u00fc\u015fmesi i\u00e7in yeterlidir.<\/p>\n<p><strong>3-E\u011fitim ve Bilime \u00d6nem Verilmesi<\/strong><\/p>\n<p>Kalk\u0131nman\u0131n temelinde e\u011fitim yatar. Bir \u00fclkenin kalk\u0131nm\u0131\u015fl\u0131\u011f\u0131n\u0131n seviyesi e\u011fitilmi\u015f insan g\u00fcc\u00fc ile do\u011fru orant\u0131l\u0131d\u0131r. Bunun i\u00e7in tarih boyunca toplumlar insan e\u011fitimine \u00f6nem vermi\u015ftir. E\u011fitim-\u00f6\u011fretim yoluyla onun g\u00fcc\u00fc, enerjisi ve kabiliyetlerinin geli\u015ftirilmesi \u00fclkelerin ve toplumlar\u0131n en \u00f6nemli u\u011fra\u015f\u0131s\u0131 olmu\u015ftur. \u00c7\u00fcnk\u00fc sosyal geli\u015fme, her sahada ilerleme, ekonomik b\u00fcy\u00fcme ve mill\u00ee k\u00fclt\u00fcr\u00fcn nesilden nesile intikali ancak insan\u0131n e\u011fitilmesi ile m\u00fcmk\u00fcn olabilmektedir. Bilgi, davran\u0131\u015f ve kabiliyetlerin geli\u015ftirilmesi ve ki\u015fiye kazand\u0131r\u0131lmas\u0131 ancak e\u011fitim ile m\u00fcmk\u00fcnd\u00fcr. \u0130slam dininin ilme ve e\u011fitim-\u00f6\u011fretime vurgusu \u00e7ok g\u00fc\u00e7l\u00fcd\u00fcr. \u0130slam, bilim, \u00f6\u011frenme, \u00f6\u011fretme, e\u011fitme, yeti\u015ftirme ve olgunla\u015ft\u0131rma dinidir. Kur&#8217;an&#8217;\u0131n b\u00fct\u00fcn \u00e2yetlerinde esas itibariyle Hz. Peygamber taraf\u0131ndan \u00f6\u011frenme ve onun arac\u0131l\u0131\u011f\u0131 ile \u00f6\u011fretme vard\u0131r. Her \u00e2yet, do\u011frudan do\u011fruya veya dolayl\u0131 olarak bir \u00f6\u011frenme ve \u00f6\u011fretmedir. Hz. Peygamber vahiy yoluyla Allah&#8217;tan \u00f6\u011frendiklerini m\u00fcsl\u00fcmanlara \u00f6\u011fretirdi. Anlamad\u0131klar\u0131 hususlar\u0131 izah eder ve belirli bir olgunlu\u011fa eri\u015ftirene kadar e\u011fitici faaliyetlerine devam ederdi. \u0130slam dini kalk\u0131nman\u0131n en itici g\u00fcc\u00fc olan e\u011fitim-\u00f6\u011fretim ve bilime \u00e7ok \u00f6nem vermi\u015ftir.
