Ard\u0131ndan T\u00fcrk\u00e7e dersleri yava\u015f yava\u015f k\u0131s\u0131tlanmaya ba\u015flad\u0131 ve 70\u2019li y\u0131llar\u0131n ortas\u0131nda T\u00fcrk\u00e7e e\u011fitimi tamamen m\u00fcfredattan kald\u0131r\u0131ld\u0131. E\u011fitim yasas\u0131n\u0131n 8. maddesinde T\u00fcrk\u00e7e derslerinin okullarda okutulamayaca\u011f\u0131 yaz\u0131yordu, okul d\u0131\u015f\u0131nda \u00f6\u011fretilebilece\u011fi belirtiliyordu. 1992\u2019de Hak ve \u00d6zg\u00fcrl\u00fckler Hareketi\u2019nin deste\u011fi ile Demokratik G\u00fc\u00e7ler Birli\u011fi yeni bir h\u00fck\u00fcmet kurdu. Bu h\u00fck\u00fcmet T\u00fcrk\u00e7enin belediye okullar\u0131nda okutulmas\u0131na m\u00fcsaade etti. 1998\u2019de, Anayasan\u0131n 8. maddesinde d\u00fczeltme yap\u0131ld\u0131 ve belediye okullar\u0131nda ana dilini okuma hakk\u0131 yasal olarak elde edildi.<\/p>\n<p><strong>Okullarda, T\u00fcrk\u00e7e dersleri nas\u0131l okutuluyordu?<\/strong><\/p>\n<p>T\u00fcrk\u00e7e dersleri se\u00e7meliydi ve b\u00f6yle olunca, \u00e7ocuklar ana dili derslerinin yerine \u0130ngilizce, bilgisayar gibi ba\u015fka dersleri tercih etmeye ba\u015flad\u0131. 1992\u2019lerde T\u00fcrk\u00e7e derslerine yakla\u015f\u0131k 110 bin \u00f6\u011frenci devam ediyordu, son bir-iki y\u0131lda yap\u0131lan ara\u015ft\u0131rmalara g\u00f6re, bu say\u0131 7 bine d\u00fc\u015fm\u00fc\u015f. Bu sadece ders kitaplar\u0131n\u0131n olmamas\u0131yla a\u00e7\u0131klanamaz. En \u00f6nemli sebep, T\u00fcrk\u00e7enin belli ba\u015fl\u0131 \u015fartlara ba\u011flanm\u0131\u015f olmas\u0131d\u0131r. \u00d6rne\u011fin, her ders y\u0131l\u0131n\u0131n sonunda anne-babalar gelecek ders y\u0131l\u0131 i\u00e7in \u00e7ocuklar\u0131n\u0131n T\u00fcrk\u00e7e okuyacaklar\u0131na dair bir dilek\u00e7e doldurmalar\u0131 gerekiyor. Ana dilinin okutulmas\u0131 i\u00e7in, bir grupta en az 13 \u00f6\u011frenci olmas\u0131 laz\u0131m. Okullarda, T\u00fcrk\u00e7e di\u011fer derslerle denk de\u011fil. \u00c7ocuk, ana dili dersinden zay\u0131f not alsa bile s\u0131n\u0131f\u0131 ge\u00e7iyor. Tabi, bir de ders kitab\u0131 sorunu var. Bir di\u011fer sebep ise, T\u00fcrk\u00e7enin yani ana dilinin sadece evde kullan\u0131labilir bir dil olarak de\u011ferlendirilmesidir. Yani aile dili olarak tan\u0131mlan\u0131yor. Ana diline \u00f6teki dillerle e\u015fit bir dil olarak bak\u0131lm\u0131yor. Dil \u00e7ok \u00f6nemli bir fenomendir. Dil topluluklar\u0131n olu\u015fmas\u0131nda son derece \u00f6nemli rol oynuyor. Dil, tarih \u015fuurunu nesilden nesile aktarmak i\u00e7in bir vas\u0131tad\u0131r. K\u0131saca, dil kimli\u011fin ba\u015fl\u0131ca belirtisidir. T\u00fcrk\u00e7enin sorunlar\u0131n\u0131 ele alan konferanslar, yuvarlak masalar vb. etkinlikler d\u00fczenlenmeye ba\u015flad\u0131. T\u00fcrk\u00e7e e\u011fitiminin gereken seviyede olmad\u0131\u011f\u0131 ortaya konuldu ve T\u00fcrk\u00e7e derslerinin d\u00fczenlenmesi istenmeye ba\u015flad\u0131. Ayn\u0131 zamanda, 2-3 y\u0131ldan beri Bulgaristan\u2019da bir e\u011fitim reformu s\u00f6z konusu, bununla ilgili baz\u0131 yasa taslaklar\u0131 ortaya konulup inceleniyor. Bir yandan ilk\u00f6\u011fretim yasa tasla\u011f\u0131, di\u011fer yandan y\u00fcksek \u00f6\u011fretim yasa tasla\u011f\u0131 var. Bu taslaklarla ilgili Bulgaristan\u2019da \u00e7e\u015fitli yerlerde, \u00e7e\u015fitli gruplar birtak\u0131m \u00f6neriler ortaya att\u0131. \u00d6rne\u011fin, bizim Sofya\u2019da K\u00fclt\u00fcrel Etkile\u015fim ad\u0131nda bir derne\u011fimiz var. Bu derne\u011fin ad\u0131ndan birinci taslakla ilgili bir \u00f6neri sunduk ve bunu e\u011fitim bakanl\u0131\u011f\u0131na g\u00f6nderdik. \u0130kinci bir yasa tasla\u011f\u0131 da ortaya \u00e7\u0131kt\u0131ktan sonra, biz on dernek bir araya geldik ve ortak bir \u00f6neri haz\u0131rlay\u0131p parlamentoya g\u00f6nderdik. Bizim \u00f6nerimiz, b\u00fct\u00fcn e\u011fitimi kaps\u0131yor. \u015eahsi kanaatime g\u00f6re, e\u011fitimde \u00f6nemli d\u00fczenlemeler yap\u0131lmas\u0131 gerekiyor, e\u011fitim sistemi k\u00fclt\u00fcrleraras\u0131 etkile\u015fim temeli \u00fczerine kurulmal\u0131d\u0131r. \u00c7okk\u00fclt\u00fcrl\u00fcl\u00fck modeli, az\u0131nl\u0131klara dillerini, k\u00fclt\u00fcrlerini, edebiyatlar\u0131n\u0131, tarihlerini, m\u00fczi\u011fini, geleneklerini \u00f6\u011frenme olana\u011f\u0131 sa\u011fl\u0131yor, bunlarla ilgili dersler konulmas\u0131n\u0131 \u00f6ng\u00f6r\u00fcyor.<\/p>\n<p><strong>T\u00fcrk\u00e7e dersleri konusuna nas\u0131l bir \u00e7\u00f6z\u00fcm aramak gerekiyor?<\/strong><\/p>\n<p>Bana g\u00f6re, T\u00fck\u00e7eye ve ana diline iki y\u00f6nden yakla\u015fmak gerekiyor. Birincisi, g\u00fcn\u00fcm\u00fcz d\u00fcnyas\u0131nda geli\u015fen s\u00fcre\u00e7leri g\u00f6z \u00f6n\u00fcnde buludurmak laz\u0131m. G\u00fcn\u00fcm\u00fcz d\u00fcnyas\u0131 \u00e7okk\u00fclt\u00fcrl\u00fc, \u00e7okuluslu, \u00e7ok etnik gruplar d\u00fcnyas\u0131d\u0131r. \u00d6zellikle son y\u0131llarda milyonlarca insan memleketlerini terkederek ba\u015fka yerlerde ge\u00e7imini sa\u011flamaya \u00e7al\u0131\u015f\u0131yor ve her \u00fclkede \u00e7e\u015fitli az\u0131nl\u0131klar olu\u015fuyor, \u00e7e\u015fitli k\u00fclt\u00fcrler bir arada ya\u015f\u0131yor. Yani mesele yaln\u0131z Bulgaristan T\u00fcrklerinin sorunu de\u011fil, bu ayn\u0131 zamanda Bulgarlar\u0131n da sorunu. Bug\u00fcn d\u00fcnyada bir\u00e7ok insan\u0131n birka\u00e7 kimli\u011fi var. Bizim T\u00fcrk kimli\u011fimiz var, M\u00fcsl\u00fcman kimli\u011fimiz var, Bulgar vatanda\u015f\u0131 kimli\u011fimiz var, \u015fimdi bir de Avrupa vatanda\u015f\u0131 kimli\u011fimiz var. Bunlar\u0131n hepsi bir arada ya\u015fat\u0131lmal\u0131, birbirine engel olmamal\u0131, birbirine katk\u0131da bulunmal\u0131d\u0131r. \u0130\u015fte okul bu rol\u00fc oynayacak duruma gelmeli. T\u00fcrk kimli\u011fi bir taraftan ailede, bir taraftan da okulda olu\u015fturulmal\u0131d\u0131r. Kimlik ailede olu\u015fmaya ba\u015fl\u0131yor. \u0130\u015fte biz bunu Bulgaristan T\u00fcrklerine anlatmak zorunday\u0131z. Pedagojik a\u00e7\u0131dan, hi\u00e7 de\u011filse \u00e7ocuklar 1.- 4. s\u0131n\u0131fta ana dillerini \u00f6\u011frenmelidirler. Son y\u0131llarda yap\u0131lan pedagojik ara\u015ft\u0131rmalara g\u00f6re, iki dilin bir arada \u00f6\u011frenilmesi birbirine engel de\u011fil, bilakis birbirilerine yard\u0131mc\u0131 olduklar\u0131 tespit edilmi\u015f. Bu y\u00fczden ailede \u00e7ocuklara her iki dili de \u00f6\u011fretmek laz\u0131m. Ailede ana dili ile beraber \u201cbaba dili\u201d de olmal\u0131. E\u011fer ana T\u00fcrk\u00e7e konu\u015fursa, baba Bulgarca konu\u015fsun \u00e7ocu\u011fuyla. Biz buna yard\u0131mc\u0131 olmam\u0131z laz\u0131m ve baz\u0131 dernekler, yaz aylar\u0131nda T\u00fcrk\u00e7e kurslar\u0131 a\u00e7malar\u0131 gerekiyor.
