Bizim birinci dilimiz, anadilimiz, T\u00fcrk\u00e7emiz, Avrupa dilimiz de (\u015fimdiye kadar hep \u0130ngilizce olaca\u011f\u0131na inan\u0131yorduk, fakat \u201cbrexiten\u201d sonra al\u0131nm\u0131\u015f yeni bir karar yok) \u0130ngilizce olacakt\u0131r. Hepimizin bildi\u011fi \u00fczere, Avrupa\u2019da \u00e7ok say\u0131da leh\u00e7e (a\u011f\u0131z) ve dil konu\u015fulmaktad\u0131r. Avrupa Birli\u011fi dillerinden biri T\u00fcrk\u00e7emizdir. Bulgaristan\u2019da bir etnik az\u0131nl\u0131k dili olarak bak\u0131lsa ve \u00f6nemsenmemesi i\u00e7in devlet ve sa\u011f-sol u\u00e7 siyaset\u00e7iler ola\u011fan \u00fcst\u00fc b\u00fcy\u00fck gayret g\u00f6sterilse de, anadilimiz bizim en k\u0131ymetlimiz, g\u00f6z nurumuz, asla vazge\u00e7emeyece\u011fimizdir. Da\u011f\u0131stanl\u0131 \u015fair Resul Hamzatov, 1982\u2019de Sovyet idaresi Da\u011f\u0131stanc\u0131ya sald\u0131r\u0131nca, \u201c<strong>anadilimi b\u0131rak\u0131n iki g\u00f6z\u00fcm\u00fc al\u0131n<\/strong>\u201d demi\u015fti. Anadilini bilmeyen bir adam ta\u015f kafad\u0131r. Hi\u00e7bir i\u015fe yaramaz!<\/p>\n<p>Bu konuda bizde de az yaz\u0131lmad\u0131. Bir defa bir \u00fclkenin yaln\u0131z bir dili oldu\u011fu ba\u015ftan sona yaland\u0131r. <strong>Bir \u00fclkede bir\u00e7ok dil konu\u015fulabilir, esas dil anadildir<\/strong>. Avrupa Birli\u011fi\u2019nde ortak kabul edilmi\u015f bir dil olmad\u0131\u011f\u0131ndan, belki de gelecekte herkesin kabul edip konu\u015faca\u011f\u0131 dil \u0130ngilizce olabilir, o zaman <strong>Bulgarca bir ara dil<\/strong> olacakt\u0131r. AB\u2019nin \u015fu an ge\u00e7erli Anayas\u0131\u2019nda birlik diline i\u015faret edilmemi\u015f, herkesin bilmesi gereken bir dil diye bir \u015fey yoktur. Br\u00fcksel\u2019de Genel Kurul oturumlar\u0131 terc\u00fcmeli i\u015flev g\u00f6rmekte, konu\u015fmac\u0131lar k\u00fcrs\u00fcden anadillerinde ya da temsil ettikleri \u00fclkenin dilinde konu\u015fabilirler.<\/p>\n<p>Y\u0131llar \u00f6nce \u015f\u00f6yle bir sorun tart\u0131\u015f\u0131lm\u0131\u015ft\u0131: \u201c<strong>Her \u00fclke sadece kendi dilini konu\u015ftu\u011fu ve kendi dilini konu\u015fma \u201chakk\u0131\u201d \u00fczerinde \u0131srar etti\u011fi i\u00e7in, AB olanaks\u0131z bir giri\u015fim de\u011fil midir<\/strong>?\u201d<\/p><div id=\"bghab-4268965122\" class=\"bghab-icerik-icine bghab-entity-placement\"><script async src=\"\/\/pagead2.googlesyndication.com\/pagead\/js\/adsbygoogle.js?client=ca-pub-6203283170189293\" crossorigin=\"anonymous\"><\/script><ins class=\"adsbygoogle\" style=\"display:block; text-align:center;\" data-ad-client=\"ca-pub-6203283170189293\" \ndata-ad-slot=\"7303146466\" \ndata-ad-layout=\"in-article\"\ndata-ad-format=\"fluid\" data-full-width-responsive=\"true\"><\/ins>\n<script> \n(adsbygoogle = window.adsbygoogle || []).push({}); \n<\/script>\n<\/div>\n<p>Bu sorun, ilk bak\u0131\u015fta ilk ad\u0131mlar\u0131n\u0131 (Demir ve K\u00f6m\u00fcr Anla\u015fmas\u0131yla, Roma S\u00f6zle\u015fmesiyle) daha 1950\u2019lerde atan Avrupa olu\u015fumunu daha ba\u015ftan ba\u015far\u0131s\u0131zl\u0131\u011fa u\u011fratan bir fakt\u00f6r olarak g\u00f6r\u00fclebilir. Her \u00fclke kendi dilini konu\u015ftu\u011fu i\u00e7in, bug\u00fcn bu \u00fclkelerin say\u0131s\u0131, kurulu\u015f rakam\u0131 olan 12\u2019yi fazlas\u0131yla katlam\u0131\u015ft\u0131r, \u201ci\u015fleyen bir demokrasinin ya\u015fayabilmesi i\u00e7in, gereksendi\u011fi \u015feyler olan \u201c<strong>bir<\/strong>\u201d dili, \u201c<strong>bir<\/strong>\u201d k\u00fclt\u00fcr\u00fc, \u201c<strong>bir<\/strong>\u201d kimli\u011fi yok sayan Babil\u2019e \u00f6zg\u00fc bir dil karma\u015fas\u0131 \u201c ortaya \u00e7\u0131km\u0131yor mu?<\/p>\n<p>2000\u2019li y\u0131llar\u0131n ba\u015f\u0131nda, daha Bulgaristan AB\u2019ye davet edilmezden \u00f6nce, Avrupa\u2019n\u0131n klasik ve derin bilgi birikimli \u00fcniversitelerinden en sayg\u0131n bilim adam\u0131, filozof ve yazarlar\u0131ndan 20 ki\u015fi aras\u0131nda konu payla\u015f\u0131m\u0131 yap\u0131larak, \u00a0AVRUPANIN GELECE\u011e\u0130N\u0130 NASIL G\u00d6R\u00dcYORSUNUZ sorusuna yan\u0131t aranm\u0131\u015ft\u0131r. \u00dcnl\u00fc yazar Umberto Eco, ya\u015fanmam\u0131\u015f tarih \u00fcst\u00fcne yaz\u0131lsa kurgu olur varsay\u0131m\u0131na kat\u0131lmayarak \u201c<strong>bir \u0131rmak bin sene ayn\u0131 yataktan akm\u0131\u015fsa, \u00f6n\u00fcm\u00fczdeki 100 y\u00fcz y\u0131l da ayn\u0131 yataktan akar<\/strong>\u201d inanc\u0131yla, <strong>21. y\u00fczy\u0131l Avrupa\u2019s\u0131n\u0131 \u00e7ok dilli ve \u00e7ok k\u00fclt\u00fcrl\u00fc <\/strong>olarak hayal eti\u011fini yazm\u0131\u015ft\u0131r. 20 bilim adam\u0131n\u0131n 20\u2019si de \u201c<strong>her halk toplulu\u011fu anadilini koruyacakt\u0131r<\/strong>, sonucuna varm\u0131\u015ft\u0131r. Dil bilimciler ve filozoflara g\u00f6re, \u201c<strong>kendi dilini konu\u015fmak, kimli\u011fin vazge\u00e7ilmez bir kayna\u011f\u0131d\u0131r<\/strong>.\u201d Fakat bu kural\u0131n uygulanarak \u00fcye devletlerdeki etnik ve dil az\u0131nl\u0131klar\u0131n\u0131n haklar\u0131n\u0131n savunulmas\u0131 i\u00e7in gerekli \u00f6nlemler hala al\u0131nm\u0131yor. AB\u2019nin uygulama tutumu sakat. Yahut g\u00f6nderilen paralar hedefe ula\u015fm\u0131yor ve kontrol eden yok!<\/p>\n<p>Bu yaz\u0131mda, bir ara ba\u015fl\u0131k a\u00e7\u0131p, dili ve i\u015flevlerini ayr\u0131\u015ft\u0131rmak gerekmektedir.<\/p>\n<p>Tekil bir ki\u015finin yal\u0131t\u0131lm\u0131\u015f bir ortamda (bizde baz\u0131 k\u00f6ylerde bir iki ki\u015fi ya\u015fad\u0131\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcn) dil ve k\u00fclt\u00fcr yaratmas\u0131 olanaks\u0131zd\u0131r; \u00e7\u00fcnk\u00fc hem dilin hem de k\u00fclt\u00fcr\u00fcn olu\u015fturulabilmesi ve geli\u015febilmesi i\u00e7in bir topluma ve toplumsal ortama ihtiyac\u0131 vard\u0131r. Belli bir topluluk ya da toplum, ya\u015famsal temel ihtiya\u00e7lar\u0131n giderilmesi i\u00e7in, birliktelik, beraberce ya\u015fama, e\u015fg\u00fcd\u00fcm, i\u015f b\u00f6l\u00fcm\u00fc, yard\u0131mla\u015fma ve uzmanla\u015fman\u0131n ortam\u0131d\u0131r. Bir insan bir ba\u015f\u0131na b\u00fct\u00fcn ihtiya\u00e7lar\u0131n\u0131 \u00fcretemeyece\u011finden, kar\u015f\u0131layamayaca\u011f\u0131ndan, \u00fcretim s\u00fcrecinde di\u011fer insanlarla i\u015fb\u00f6l\u00fcm\u00fcne girer. Bu s\u00fcre\u00e7 i\u00e7ersinde k\u00fclt\u00fcr yarat\u0131m\u0131n\u0131n ortam\u0131 ve temeli olan toplumsall\u0131k (sosyalle\u015fme) olu\u015fur.\u00a0 Toplumsall\u0131k, e\u015fg\u00fcd\u00fcm\u00fcn (koordinasyon) ve birlikte \u00fcretimin ortam\u0131 ve \u00f6nko\u015fuludur. Bu ortam\u0131n demokratik \u00e7o\u011fulculu\u011fa, kat\u0131l\u0131mc\u0131l\u0131\u011fa, e\u015fitli\u011fe, temel insan hak ve \u00f6zg\u00fcrl\u00fcklerine olanak sa\u011flayacak nitelikte yap\u0131land\u0131r\u0131lm\u0131\u015f olmas\u0131, bireylerin bilin\u00e7lenmesini, kimlik ve ki\u015filiklerini \u00f6zg\u00fcr ve \u00f6z ele\u015ftirel bir tutumla geli\u015ftirebilmeleri bak\u0131m\u0131ndan belirleyici \u00f6nemdedir. Bulgaristan\u2019da kooperatif\u00e7ilik y\u0131llar\u0131nda kolektif \u00e7al\u0131\u015fmay\u0131 ve dayan\u0131\u015fma k\u00fclt\u00fcr\u00fcn\u00fc geli\u015ftirdi\u011fimiz gibi \u00fcretim dilimiz olarak T\u00fcrk\u00e7emizi de geli\u015ftirmi\u015ftik.<\/p>\n<p>Bizim Bulgaristan\u2019dan, M\u00fcsl\u00fcmanlar\u0131n di\u011fer Balkan \u00fclkelerinden devaml\u0131 olarak 100 y\u0131ldan daha uzun bir s\u00fcredir kovulmam\u0131z\u0131n ana nedeni bu tespitlerde gizlidir. \u0130nsan tek ba\u015f\u0131na dil ve k\u00fclt\u00fcr geli\u015ftiremez, kendi ge\u00e7inmesi i\u00e7in gerekli olan \u00fcretimi bile yapamaz. \u0130nsan sosyal bir varl\u0131kt\u0131r. Biz BULT\u00dcRK olarak, \u201c<strong>B\u00fcy\u00fck G\u00f6\u00e7le<\/strong>\u201d Bulgaristanl\u0131 M\u00fcsl\u00fcman\/T\u00fcrk karde\u015flerimize kar\u015f\u0131 k\u00fclt\u00fcrel soy k\u0131r\u0131m yap\u0131ld\u0131 derken tam olarak bunu kastediyoruz. Biz, Bulgaristan karma b\u00f6lgelerinde ya\u015fayan T\u00fcrk \u00f6\u011frencilere serbest\u00e7e ve devlet okullar\u0131nda ana dil e\u011fitimi verilmemesini protesto ederken, ana dilini bilmeyen bir \u00f6\u011frencinin ara dili (Bulgarcay\u0131) ve Avrupa dili olarak \u0130ngilizceyi \u00f6\u011frenmede sorun ya\u015fayaca\u011f\u0131n\u0131 tekrarlarken bunu d\u00fc\u015f\u00fcn\u00fcr\u00fcz. \u015eimdiki neslin T\u00fcrk\u00e7emizi daha derin ve daha zengin bir leh\u00e7eyle \u00f6\u011frenememesi, tamamen k\u00f6rle\u015fmemiz yolunda yeni ad\u0131m olacakt\u0131r. Dilimiz \u015fimdi T\u00fcrkiye kitle ileti\u015fim ara\u00e7lar\u0131m\u0131zdan, ziyaretlerimizden ve yeni temaslar\u0131m\u0131zdan besleniyor. Buna ra\u011fmen bug\u00fcn de anadilimizi \u00f6\u011frenmemiz b\u00fct\u00fcn sorunlar\u0131n aras\u0131nda en can al\u0131c\u0131d\u0131r. T\u00fcrk\u00e7e konu\u015fanlar\u0131n Bulgaristan\u2019da neden cezaland\u0131r\u0131ld\u0131\u011f\u0131 a\u00e7\u0131k anlam\u0131\u015fs\u0131n\u0131zd\u0131r. Biz T\u00fcrk\u2019\u00fcz ve T\u00fcrk kimli\u011fimizi olu\u015fturan ve nesilden nesle ta\u015f\u0131yan anadilimizdir. Dil bilmeyen bir ki\u015fiyle i\u015f ayar\u0131 ve b\u00f6l\u00fcm\u00fc yap\u0131lamaz. \u201c<strong>Sap gibi ortada kal\u0131r\u0131z<\/strong>\u201d de\u011fimi bu durumu yans\u0131t\u0131r. Soyut (abstre) ya da somut (konkre) her t\u00fcrden k\u00fclt\u00fcr \u00fcr\u00fcn\u00fc dil kullan\u0131larak ger\u00e7ekle\u015ftirilebilir ve dil yoluyla adland\u0131r\u0131labilir. Bu d\u00fcnyada her \u015feyin ad\u0131 vard\u0131r. T\u00fcrk\u00e7e bilmeyen bir ki\u015fi yaratt\u0131\u011f\u0131 \u00fcr\u00fcne T\u00fcrk\u00e7e isim veremez. Konuya bu y\u00f6nden bak\u0131ld\u0131\u011f\u0131nda T\u00fcrk\u00e7emizi olu\u015fturan her s\u00f6zc\u00fck bir k\u00fclt\u00fcr \u00fcretimini anlat\u0131r. Anadilini bilmeyen adat ve geleneklerine, ahlak\u0131m\u0131za uyamaz, sanat\u0131m\u0131z\u0131, edebiyat\u0131m\u0131z\u0131, tarihimizi bilemez. Halk k\u00fclt\u00fcr\u00fcm\u00fcz\u00fc, \u015fark\u0131lar\u0131m\u0131z\u0131, T\u00fcrkl\u00fclerimizi, ta\u015flama ve f\u0131kralar\u0131m\u0131z\u0131, masal ve efsanelerimizin anlatarak ya\u015fatamaz. G\u00f6stergelerin, s\u00f6zlerin, deyimlerin ve bunlar\u0131n i\u015flevli (fonksiyonel) kullan\u0131m\u0131n\u0131 belirleyen kurallar\u0131n toplam\u0131 ve dizgesi de dili olu\u015fturur. En basit de\u011fimle \u201c<strong>selam almak ve selam vermek gerek<\/strong>\u201d. Bulgaristan gibi tek uluslu, devlet siyaseti tek dil (Bulgarcay\u0131) \u00f6teden beri egemen k\u0131lmakta h\u0131rsl\u0131 ve h\u0131r\u00e7\u0131n davranan \u00fclkelerin hepsinde etnik az\u0131nl\u0131k topluluklar\u0131n\u0131n anadilleri leh\u00e7edir. Bizim konu\u015ftu\u011fumuz a\u011f\u0131zlar\u0131n belli \u00f6zellikleri olsa da, hepsi de gramer kurallar\u0131 olarak, T\u00fcrk dili temel kurallar\u0131na dayan\u0131r. TV ve radyoda, tiyatro ve sinemada, okulda konu\u015fulan T\u00fcrk\u00e7e dil kurallar\u0131na uyar, t\u00fcm kitaplar edebiyat dili yani \u0130stanbul T\u00fcrk\u00e7esi esas\u0131nda yaz\u0131lm\u0131\u015f ve bas\u0131lm\u0131\u015ft\u0131r. Leh\u00e7elerin toplay\u0131c\u0131s\u0131 ve toparlay\u0131c\u0131s\u0131 edebiyat dilidir. Dolay\u0131s\u0131yla dil ya da g\u00f6sterge dizgesi a\u00e7\u0131s\u0131ndan bak\u0131ld\u0131\u011f\u0131nda, k\u00fclt\u00fcr, kendisini ta\u015f\u0131yan ve gelecek ku\u015faklara aktararak, kal\u0131c\u0131la\u015ft\u0131ran dili olu\u015fturan g\u00f6stergelerin toplam\u0131 olarak adland\u0131r\u0131labilir. Dilin zenginli\u011fi, k\u00fclt\u00fcr\u00fcn, k\u00fclt\u00fcr\u00fcn zenginli\u011fi de dilin geli\u015fmi\u015fli\u011finin g\u00f6stergesi oldu\u011fundan, dil ve k\u00fclt\u00fcr kar\u015f\u0131l\u0131kl\u0131 olarak birbirini gerektirir ve birbirini t\u00fcmler (tamamlar). Bu bak\u0131\u015f uyar\u0131nca, k\u00fclt\u00fcr kendisini ta\u015f\u0131yan dilde yaz\u0131lan metinlerin toplam\u0131 olarak da alg\u0131lanabilir.\u00a0 K\u00fclt\u00fcrel de\u011ferlilikler ya da de\u011fersizlikler adland\u0131r\u0131larak s\u00f6zc\u00fck ya da g\u00f6sterge bi\u00e7iminde dilde biriktirirler.<\/p>\n<p>Diller devaml\u0131 zenginle\u015fir ya da k\u0131s\u0131rla\u015f\u0131r. \u00d6rneklersek, 1972\u2019de bas\u0131lan Rus\u00e7a T\u00fcrk\u00e7e s\u00f6zl\u00fckte 47.700 s\u00f6zc\u00fck varken, bu s\u00f6zl\u00fc\u011f\u00fcn yenisinde 64 bin s\u00f6zc\u00fck var ki, bu da iki dilin h\u0131zla geli\u015fti\u011fine bir i\u015farettir. Bir dilin zenginli\u011fini g\u00f6steren bir de klasikle\u015fmi\u015f temel eserleridir. Victor Hugo\u2019nun \u201c<strong>Sefiller<\/strong>\u201d roman\u0131 42 bin s\u00f6zc\u00fckle yaz\u0131lm\u0131\u015fken, Ya\u015far Kemal \u201c<strong>\u0130nce Mehmet<\/strong>\u201d roman\u0131 44.\u00a0500 s\u00f6zc\u00fckle kaleme alm\u0131\u015ft\u0131r. Bu da T\u00fcrk\u00e7emizin zenginli\u011fi ve bir d\u00fcnya dili oldu\u011funu kan\u0131tlamaya yeter de artar. Anadilimizde yay\u0131nlar\u0131m\u0131z\u0131 y\u0131llarca s\u0131k\u0131 yasaklayan, yazarlar\u0131m\u0131z\u0131n romanlar\u0131n\u0131 basmas\u0131na izin vermeyen Bulgar h\u00fck\u00fcmeti dilimizi k\u0131s\u0131rla\u015ft\u0131rmaya ve s\u00f6zc\u00fck zenginli\u011fini s\u00fcrekli azaltmaya ve insanlar\u0131m\u0131z aralar\u0131nda, nesiller aras\u0131nda ileti\u015fim kopuklu\u011fu yaratmaya \u00e7al\u0131\u015fm\u0131\u015ft\u0131r. Bu ama\u00e7la TC\u2019deki yak\u0131nlar\u0131m\u0131zla mektupla\u015fmalar\u0131m\u0131z yasaklan\u0131rken, kaset, CD ve DVD dinleme, T\u00fcrk filmi seyretme yasaklanm\u0131\u015f, sanatsal karanl\u0131k yarat\u0131lm\u0131\u015ft\u0131. Bunun ad\u0131 dil zulm\u00fcd\u00fcr. \u00a0Anadil \u00e7ekisi Hak ve \u00d6zg\u00fcrl\u00fckler Partisi d\u00f6neminde devam etmi\u015ftir. 2016 Ramazan\u2019\u0131nda iftar gecelerinde, T.C. B\u00fcy\u00fckel\u00e7isi S\u00fcleyman G\u00f6k\u00e7e\u2019nin de kat\u0131ld\u0131\u011f\u0131 anma, kutlama, a\u00e7\u0131l\u0131\u015f t\u00f6renlerinde \u00e7ok uzun bir aradan sonra T\u00fcrk\u00e7e \u0131\u015f\u0131\u011f\u0131 halk\u0131m\u0131z\u0131n g\u00f6nl\u00fcne ayd\u0131nl\u0131k ta\u015f\u0131maya ba\u015flam\u0131\u015ft\u0131r. Bu cesur ve kararl\u0131 ad\u0131mlar\u0131 y\u00fcrekten kutluyoruz. Olay\u0131n daha iyi anla\u015f\u0131labilmesi i\u00e7in \u015fu \u00f6rnek uygundur. 1989 A\u011fustosunda 500 bin ki\u015finin s\u0131n\u0131r\u0131 ge\u00e7ti\u011fini ve ard\u0131ndan 150 bin karde\u015fimizin geri d\u00f6nd\u00fc\u011f\u00fcn\u00fc biliyoruz.
