Daha ciddi ve \u00f6nemli olan zorunlu oylama ve \u00e7o\u011funluk oyu hakk\u0131ndaki sorular pek sorun \u00e7\u0131kartacak konular oldu\u011fu ortaya \u00e7\u0131kt\u0131.<\/p>\n<p>Se\u00e7im sisteminde \u00e7o\u011funluk\u00e7u oyu, vatanda\u015flar i\u00e7in milletvekilini se\u00e7mesi i\u00e7in tek imkand\u0131r. \u00c7\u00fcnk\u00fc \u015fu an se\u00e7imlerde se\u00e7menler en iyi durumda ancak liste ba\u015f\u0131n\u0131 \u00e7eken ki\u015fiyi tan\u0131yor. Parti listeleri, parti merkezlerinde pek \u015feffaf olmayan kurallara g\u00f6re haz\u0131rlan\u0131yor. Milletvekili aday\u0131 ne kadar daha itaatkarsa listede o kadar \u00f6nde geliyor. B\u00fct\u00fcn partiler bu prensibe dayand\u0131\u011f\u0131 i\u00e7in \u00e7o\u011funluk\u00e7u oyunun y\u00fcr\u00fcrl\u00fc\u011fe getirilmesine kar\u015f\u0131 oy kulland\u0131.<\/p>\n<p>Zorunlu oylama konusu da \u00e7ok hassas bir konu oldu\u011fu ortaya \u00e7\u0131kt\u0131.<\/p>\n<p>\u00c7\u00fcnk\u00fc zorunlu oylama sat\u0131n al\u0131nm\u0131\u015f oylar\u0131n a\u011f\u0131rl\u0131\u011f\u0131n\u0131 azalt\u0131rd\u0131. Se\u00e7im aktivitesi artarsa partinin parlamentodaki etkisini ciddi \u00f6l\u00e7\u00fcde azalt\u0131rd\u0131.<\/p>\n<p>Zorunlu oylama se\u00e7im aktivitesinin art\u0131r\u0131lmas\u0131 i\u00e7in en demokratik ara\u00e7 olmayabilir. \u00d6te yandan ama demokratik toplumdaki hayat, sadece evde rak\u0131 i\u00e7erken ve salata yerken politikay\u0131 konu\u015fmak de\u011fil vatanda\u015f aktivitesi, yani se\u00e7imlere kat\u0131l\u0131m gerektiriyor. Vatanda\u015f olmak demek d\u00f6rt y\u0131lda bir sorumluluk \u00fcstlenmek demek.<\/p>\n<p>Ama se\u00e7menlerden milletvekillerinde bunlar yokken vatanda\u015f aktivitesi ve sorumlulu\u011fu nas\u0131l isteyebilirsin ki. Per\u015fembe g\u00fcn\u00fc Halk Meclisi\u2019nde yeni ombudsman se\u00e7imi i\u00e7in 223 milletvekili bir araya geldi. Ama hepsi gizli oy kullanma arkas\u0131nda gizlendi ve sosyalist Maya Manolova\u2019y\u0131 vatanda\u015flar\u0131n milli koruyucusu i\u00e7in se\u00e7ti.
